All externallib_test, generator_test and filter_test classes:
- Namespaced with component[\level2-API]
- Moved to level2-API subdirectory when required.
- Fixed incorrect use statements with leading backslash.
- Changed code to point to global scope when needed.
- Fix some relative paths and comments here and there.
- All them passing individually.
- Complete runs passing too.
Special mention to tests under testing/tests:
1) The core_testing component doesn't exist.
2) But testing/tests are allowed because there is a suite pointing to it (phpunit.xml).
3) So, the only possible namespace for them is "core".
4) And to avoid problems with other core testcases (under lib/tests)
they have been renamed to have testing_xxxx as prefix.
Finally, also modified calendar/tests/events/events_test.php because it uses
some renamed (core_calendar_externallib_testcase => \core_calendar\externallib_test)
classes.
It seems that the new phpcs3 checker is now controlling those
line comments that previously were ignored.
This commit just looks for all the cases and bulk-add
them when needed. The bash script (mac) used to add all them is:

Why 20210525? (25th May 2021) ?
Because master is going to be Moodle 4.0, to be released
on November 2021. And, until then, we are going to have
a couple of "intermediate" releases:
- Moodle 3.10 to be released 9th November 2020. (2020110900)
This version will be using versions from today to 2020110900
(once it's released the YYYYMMDD part stops advancing).
- Moodle 3.11 to be released 10th May 2021. (2021051000)
This version will be using versions from 3.10 release to 2021051000
(once it's released the YYYYMMDD part stops advancing).
That means that all versions from today to 2021051000 are going
to be used by those 2 "intermediate" releases (3.10 and 3.11).
And we cannot use them in master, because it's forbidden to have
any overlapping of versions between branches (or different upgrade
paths will fail).
So, get that 2021051000, let's add it a couple of weeks to cover
the on-sync period (or a 2 weeks delay max!) and, the first version
that master can "own" in exclusive (without any overlap) is, exactly,
25th May 2021, hence our 20210525.
Also incrementing the plugin versions to make sure the unit test
environment is reinitialised and the tests are reliable.
Minor correction of phpdocs @package tags included.
Every major system that people use these days turns URLs into links automatically.
This filter was turned off by default a decade ago because of performance concerns
that do not apply any more, specially on fresh new installations.
In order to improve user experience on text editing features, the urltolink filter
will be now enabled by default in new installations.
- count() can only be called on arrays or Countable, it can not be called on null
- recordset is neither so iterator_count() should be used
- instanceof or get_class() can not be applied to non-objects
- class methods must have the same arguments as methods in parent class
- Complete the deprecation information to follow the rules.
- Minor tweak to PLAIN tests to have clearer expectations.
- Completely delete get_global_config() from filters, there
was not much utility keeping it there. Note we have opted
for direct deletion because it's private API, not public one
(and searching github/google/docs did not reveal any use
of those functions either, just in case).

Note: On purpose, the course format social wrong version (2015102100)
has been kept unmodified. Looking forward a solution right now.
This breaks some legitimate URLs like
http://en.wikipedia.org/wiki/Slash_(punctuation).
This is a necessary trade-off. Many other web systems do not handle that
case correctly either. The work-around it so escape the ) as %29.
This commit also improves the way the unit tests for this work.
It also fixes a couple of other tricky cases that were spotted in
the forums while this was being discussed. See the new test cases.

Ideally, filter class should declare if it supports format_text() or
format_string() or both. Also there could be another $option passed
informing the filter about the type of the text.
