367a75fae4 themes lib MDL-24895 Multiple fixes to better handle overflow. 
Major tasks undertaken in this patch:
* New format_text argument, overflowdiv.
* New page layout Report.
* Review of all format_text calls.
* Added support for the report layout to all themes.
* Changed forum post display from tables to divs.

dcfffe3072 MDL-24531 Extend filter manager API so that options can be passed to the filters 
The only option passed at the moment is the original format in which the
user inserted the text. Other options can be added later if/when needed.

a194c2187b weblib MDL-22664 html_to_text should not strip images, it should replace them by their alt text. 
Also, an new optional argument to html_to_text to control word-wrapping.
