This just deletes all the upgrade steps previous to 3.5.0. Some
small adjustments, like tweaking globals can also be applied
when needed.
Also includes an upgrade step to prevent upgrading from any
version < 2018051700 (v3.5.0) as anti-cheating measure.
Previous commits have removed/deprecated all the upgradelib functions
not used anymore in codebase. Deletion has been documented in corresponding
upgrade.txt files:

dirname() is a slow function compared with __DIR__ and using
'/../'. Moodle has a large number of legacy files that are included
each time a page loads and is not able to use an autoloader as it is
functional code. This allows those required includes to perform as
best as possible in this situation.
This fixes an error where the RSS block config page would display
'Array' where the multiselect list of feeds should be when
accessed by a user who has not saved any RSS feed urls and yet the
block has been previously configured by another user.
