This has been generated running the following Sniffs, all
them part of the Moodle's CodeSniffer standard:
- PSR12.Functions.ReturnTypeDeclaration
- PSR12.Functions.NullableTypeDeclaration
- moodle.Methods.MethodDeclarationSpacing
- Squiz.Whitespace.ScopeKeywordSpacing
All them are, exclusively, about correct spacing, so the changes
are, all them, only white space changes.
Only exceptions to the above are 3 changes what were setting the
return type in a new line, and, when that happens, the closing
parenthesis (bracket) has to go to the same line than the colon.
An entrypoint capability has been added that allows accessing the
upload tool. Further relevant capability checks are then performed
depending on the action being taken during the upload process.

Added proper enrol settings form with status (enabled or disabled)
and password option in line with other core enrol plugins.
Removed enrol_guest settings from course settings page.
When adding a guest enrol plugin you now get presented with the
edit form as with other core enrol plugins.

Includes option to convert all enrolments to enrol_manual instances, support for mapping of custom fields and fixes for several other problems. This does not include support for custom enrol tables, it will be addressed in another issue.
Remember password for course guest access and reuse it if the enrol cache is reset. Do not print guest access form when already using guest course access.
Refactoring and improvements of the accesslib.php library including prevention of access for not-logged-in users when forcelogin enabled, improved context caching, OOP refactoring of contexts, fixed context loading, deduplication of role definitions in user sessions, installation improvements, decoupling of enrolment checking from capability loading, added detection of deleted and non-existent users in has_capability(), new function accesslib test, auth and enrol upgrade notes.

As part of this patch I also introduced a new method in accesslib can_access_course that can be used
to check a users access to a course.
I also fixed a minor issue with guest access flag caching in require_login
