Rename the string identifier to filetypesnotallowed, copy all the
existing translations in AMOS and deprecate the original string to be
eventually removed.

This site backpack verification is not required so, instead of
running it always here, it will be moved to a separate page to let
admins decide when to check it.
This feature adds an admin tool for creating custom licenses.
Now custom licenses can be added and amended in Moodle, and the site
default can be set to a custom license.
Core licenses remain hard-coded and are uneditable, so they will always
require update within Moodle core updates, and maintain their
internationalisation through core language strings.
This also includes fundamental changes to the license API including
the addition of license caching and deprecation of no longer required
admin settings for license management.
This is an update of the site registration admin page and some relevant
backend code to remove the mentions of moodle.net.

Upgrade the support for Open Badges 2 to support a real open badges 2 backpack.
Moodle can only talk to one backpack at a time, so after switching backpacks, users
will have to manually disconnect and then reconnect their backpack to the new one.
This commit combines several changes:
* Split classes into badges namespace
* Publish expiry data with a badge
* Publish badge alignments in badges exported to the backpack.
* Export the criteria for a badge to the backpack.
Add new messaging profile preferences to allow users to choose who
can message them:
- By default, users can select between 'My contacts only' and 'My
contacts and anyone in my courses'
- When $CFG->messagingallusers is enabled, a new option is displayed
also: 'Anyone on the site'. For users who have selected this option,
if $CFG->messagingallusers is disabled, the behaviour will be changed
to 'My contacts and anyone in my courses'
The message_contact_blocked and message_contact_unblocked
events were deprecated. The reason being that you will be
able to block and unblock any user, regardless if they are
a contact or not. This information is also now stored in a
separate DB table.
In core we now use a modal to perform these actions. I
initially thought these were kept because they were a fall
back if JS was disabled. However, the functionality is
broken and doesn't work. Since we do not have to support
non-JS anymore these files have simply been removed as well
as relevant strings deprecated.
The general string 'Publish' has been used in sense of publishing a
course on a hub - as such, it is better to keep that string together
with other related strings in the core_hub component. All these are
being reworded to 'Share'.
As this has been the only meaning of the string in the core, I am
deprecating it now. Third party plugins should better come with their
own variant of the string, should they need it.
This commit adds a set of templates for the calendar month block, and
the events filter. The same data exporters used in the main calendar
view are utilised and the same logic.
Some additional data was added to the exporters, and in the long term
this will be used in the main monthly view so I did not feel it was
prudent to strip it out into a different view of the model.
