407a666064 MDL-40227 mod_lesson: Use localised float formatting 
* Leverage PARAM_LOCALISEDFLOAT
* Store all numbers with standard '.' dec formatting
* Show all numbers based on locale settings
* Behat test to cover different cases using numeric questions and modified locale setting
