This loop also needs some rewriting - it is _very_ inefficient on
large courses.

2ff0fb1205 accesslib: build_context_path() remove $temptable for Oracle too 
The removal of $temptable was incomplete - and so build_context_path()
was broken on Oracle. MDL-11347
