martin 31410e9a16 Added a new administration page that can check the current language 
pack against the English language pack.  It prints any missing strings
or files.  This should help language pack developers.

This directory contains language packages that define all 
the text to render Moodle in a particular language.

Each directory is named according to the standard 2-letter 
language name, as defined in:

   lib/languages.php
