Fixing bug 4303 - quiz reports dying on large enrolments - getting all users

into an array and imploding it into an IN() replaced with joins. This changes
the functionality SLIGHTLY in two ways - 1. show students with no attempts now
JUST shows students with no attempts, rather than both. Show students with
no attempts is now disabled for the site course as is not really relevant and
could be ridiculously large

Allow tutors to be added in bulk email list.
...
In addition, if any tutor in the list is not subscribed to the teacher forum they will be subscribed automatically.
Also show hidden tutors as well when a teacher is viewing the participants list.
And some small bug fixes

Big5 is a two-byte/character encoded language wich uses sometimes the byte for backslash in the definition of a character.
This causes trouble with the embeded moodle language editor. Please use only plain text editor to edit these language files
